Connie Javens was elected Beaver County Treasurer in 1992. Now beginning her seventh term in 2016, she was the County’s first female Treasurer. A resident of Monaca, Connie and her husband Francis “Sonny” Javens reside in Monaca. They have 4 children, 12 grandchildren and 13 great-grandchildren.

Connie is a graduate of Monaca High School and is a member of St. John’s Roman Catholic Church in Monaca. She is a 2001 inductee in the Monaca Community Hall of Fame.

She is a member of the County Treasurer’s Association of the Commonwealth of Pennsylvania. She held the position of Association Secretary for seven years and was also elected as the 2nd Vice-President, went on to become 1st Vice-President, and ultimately elected President in 2004-2005.

Connie serves as a member of the Beaver County Pension Board as the Treasurer, and is also a member of the Records Improvement Committee.

In 1993, Connie received a National Association of Counties Achievement Award for Bar Coded Tax Statements. This award was in recognition of distinguished and continuing contributions to the cause of strong and efficient County Government in the United States of America.

In 1994, she received a National Association of Counties Achievement Award for the office’s Magnetic Tape Program. It has since been converted onto CD’s and made available to mortgage companies and banks for more efficient collections.

In 1995, she received an Athena Nominee Award representing the finest in professional excellence, community service and active, continuous support to women.

She has received numerous awards from the Pennsylvania Bureau of Dog Law Enforcement, Department of Agriculture, in recognition of outstanding performance. The Outstanding Dog License Sales Achievement Certificate represents appreciation of her hard work and dedication in increasing dog license sales.




Ms. Javens is responsible for all the duties performed by the County Treasurer’s Office. Some of her major accomplishments include:

Generating over $143,000 in additional revenue to The County by instituting charges for tax certificates, duplicate bills from the mortgage companies, banks, and other miscellaneous fees.

Saving the County approximately $190,000 as a result of savvy negotiating with the bank repository to eliminate all service fees.

Instituted a process to generate all tax bill mailings in-house instead of contracting with outside vendors resulting in a savings of approximately $35,000 per year.

The use of bar-coding on tax statements improved the efficiency and reliability of County tax collections. 


Office of Treasurer - Mission

The Mission of the Treasurer is to properly receive and perform the accounting of all monies due the County and to keep records of all disbursements from the County Treasury.

A complete ledger system of receipts and disbursement has been set-up and computerized to keep a daily balance of over ninety accounts. The computerization of tax records has been incorporated into the data processing system, which includes a record-keeping system whereby all checks are electronically scanned and available for viewing on a visual archive.

To ensure accountability, the Treasurer’s Office goes through three (3) separate external audits each year. These audits are conducted on Liquids Fuels, the Treasurer’s Office and the Commonwealth (meaning all licenses and permits issued by the Treasurer). These audits are all conducted by the State of Pennsylvania. Results of the audits are available from the County Commissioner’s Office, the Controller’s Office or the Treasurer’s Office.

The Treasurer’s Office annually collects 96,000 property taxes, plus 1,800 interim taxes, 6,000 revised taxes, plus abatements. Ms. Javens has streamlined office procedure, saving over $350,000 in bank account fees. She has also established an in-office system to print and process tax bills. She was bondable through the State and County before she took office.

In addition, the Treasurer’s Office:

  • Bi-weekly distributes approximately 950 Beaver County payroll checks.
  • Processes and mails approximately 800 expenditure checks to our vendors and suppliers weekly.
  • Each day reconciles over 150 different Beaver County bank accounts and posts them online.
  • Invests all Beaver County monies into interest-bearing accounts.
  • Provides duplicate tax bills and tax receipts upon request.
  • Supplies approximately thirty tax certification per day upon request to closing companies, banks for refinancing, mortgage companies, etc.
  • Coordinates processing tax bills with many local tax collectors.
  • Annually handles over $350 million for the County.

As an agent for the Commonwealth of Pennsylvania, the Treasurer’s Office issues the following:

  • Hunting Licenses
  • Doe Licenses
  • Fishing Licenses
  • Pistol Permits
  • Dog Licenses
  • Boat Registration
  • Boat Launch Permits
  • Bingo Licenses
  • Small Games of Chance Licenses

The Treasurer’s Office is responsible for the collection, reporting and distributing the Hotel Room Tax to the Tourism Department.

Under the direction of the Commonwealth of Pennsylvania, which is known as the Point of Sale, when purchasing a lifetime fishing license you can upgrade the license to one that is more durable and resembles a driver’s license.

The Treasurer’s Office collects donations for the Humane Society strictly for sick and injured animals. Over the last several years, over $192,000 has been collected. Ms. Javens also instituted the Lost Dog Program.
